City of Austin facilities are operating on a modified basis in response to inclement weather. Many City facilities are closed or operating on reduced hours. Please check hours and availability before arriving to a City facility.
The City Manager has announced modified operations for Monday. Due to the on-site, in-person requirements for TOMA-compliant meetings, board and commission meetings scheduled for Monday, January 26, 2026, are cancelled.
Modified Patient Transport
Austin-Travis County Emergency Medical Services is experiencing an increase in call volume, and will be modifying their operations to help mitigate the situation. Effective immediately, the following changes will be made:
All patients will now be transported to the closest appropriate facility, as opposed to choosing their own transport destination.
If deemed appropriate and beneficial by first responders on the scene, patients may be transported to the hospital in vehicles other than ambulances (ie- Community Health Paramedic units, fire engines, etc) on a case by case basis.
24-Hour Cold Weather Shelter Activation
24-Hour Cold Weather Shelters have been activated from Friday night through Monday night (01/23/2026 – 01/26/2026). Guests may remain in the shelters during the day and are not required to leave in the morning.
24-Hour Cold Weather Shelters are activated if the weather meets the activation criteria:
The forecasted high temperature the following day does not exceed 35 degrees.
The City uses the National Weather Service weather report at Camp Mabry as the official location for assessing temperatures due to its central location and proximity to Downtown.

Cold Weather Shelters plan activates, shelter registration takes place between 2:00-8:00 p.m. at One Texas Center (OTC), 505 Barton Springs Road.
One Texas Center (OTC) will open at 8:00am on Monday (1/26/2026) to allow people to come in and stay warm before embarkation.
CapMetro transports registered individuals from the OTC to a Cold Weather Shelter.
CapMetro has suspended operations as of 4pm on Saturday (1/24/2026). If Individuals need a ride to One Texas Center (OTC) for embarkation, they can call 3-1-1.
CapMetro will have a delayed start on Monday, January 26, with limited service beginning at noon. For Rail, the first trains will leave Downtown Station at 12:22 and Howard Station at 12:29. For the latest updates, follow CapMetro on social media or sign up for their alerts on their website.
While Cold Weather Shelters are primarily accessed by people experiencing homelessness, they are available to anyone in need of a warm place to spend the night.
Support for Families with Children
Families with children, as well as unaccompanied minors, seeking refuge during Cold Weather Shelter activation periods will be provided with coordination for an overnight stay. This will ensure families have access to safe, comfortable accommodations during shelter activation. The vouchers will cover the cost of lodging for a designated period, with extensions available as needed based on availability.
Warming Center Extended Hours
On Monday (1/26/2026), Austin Public Library (APL) is extending the normal operating hours of three branches from 8 a.m. to 5 p.m. These branches are:
Central Library – 710 W Cesar Chavez St
Terrazas Branch Library – 1105 E Cesar Chavez St
Little Walnut Branch Library – 835 W. Rundberg Ln.
